At IDF 2013 associate was able to talk with N. borcarite Rani - Intel Vice-President  , supervising the design issues of processor architectures.  As it turned out, five years ago, Mrs. borcarite led a team of engineers involved in the development of  Haswell processors.  And now we can see how Intel manipulate methods to measure energy trying to drive  Haswell processors in the limits of 4.5 W, at the designing of the architecture energy efficiency and performance was not a priority  .  In fact, in recent years, Intel has taken care that each subsequent processors generation has been much faster than the previous one.   Of course, Intel priorities changed to provide a more attractive ratio of power and performance.
